Start with the duty, not the weapon
Write what the person must do during a normal shift and what conditions require escalation. A lobby access post, cash-handling movement, restricted industrial gate and overnight construction site present different contacts, visibility and handoff needs. Armed status does not replace a clear post order.
Los Angeles industrial areas, Downtown districts and harbor properties place guards around different combinations of workers, visitors, vehicles and public edges. The property walk should identify those contacts before the buyer chooses the guard type.
Record why armed coverage is being considered
Name the business reason and the alternatives reviewed. Consider whether access changes, lighting, locks, cameras, staffing, unarmed presence or patrol frequency address the need. If armed coverage remains under consideration, record who approved the decision and what duties are outside the post.
Do not ask a bidder to promise that an armed guard will prevent a crime. Compare the operation you can verify: staffing, supervision, post-order compliance, relief, reporting and escalation.
Verify the PPO and the individual assignment
Check the security company in the DCA license search and match the legal name to the proposal and insurance certificate. California’s PPO layer applies to a business furnishing guards or patrol persons. Ask the provider how it confirms the current guard registration and any permit required for the assigned person to carry an exposed firearm.
A current company license does not prove that every scheduled person has the correct individual records. Put the verification duty and substitution process in the proposal.
Write weapon, equipment and uniform rules
State the approved weapon and equipment requirements without relying on a vague “fully equipped” line. Record uniform visibility, radio or phone, body-worn equipment if required, storage limits, vehicle use and any site restrictions. The provider should explain how these requirements align with its policy and the assigned guard’s authority.
Also write what happens if a qualified replacement is not available. A substitute should not arrive under a looser specification simply to fill the shift.
Set supervision and incident escalation
Name the supervisor contact, field-check frequency and buyer contact for routine issues. Separate emergency calls from management notifications. State when a written report is due, what time and location data it includes, and who reviews repeated incidents or post-order exceptions.
California’s statutory training floor includes initial instruction, 32 hours within six months and eight hours annually. Ask how the bidder documents that training and what additional post-specific preparation is provided.
Compare price on the same armed scope
The Los Angeles City public schedule effective February 20, 2025 lists a regular rate of $34.14 per hour for an Armed Security Guard. The same schedule publishes a separate overtime rate and bike and vehicle uplifts. It is one public-contract example, not a private-market average.

Put the start and review process in writing
Before the first shift, approve the current post orders, site map, contacts, report form and access method. Set an early review after the provider has seen real site activity. Record who can change the post, how guards receive revisions and how an unresolved service problem is escalated.
