Decide whether patrol is the right service model
Patrol can support opening or closing checks, perimeter observations, parking rounds, lock checks and visible visits. It does not provide continuous presence between visits. Write the problem and the required coverage gap before deciding that patrol is sufficient.
Los Angeles properties range from compact adaptive-reuse buildings to industrial and harbor sites with separated gates, yards and rail. The size and travel path must be measured. Regional scale is not evidence that a single route can cover a property on a promised schedule.
Name every property and visit window
List the service address, approved arrival window, desired variation and number of visits. If randomness matters, define an acceptable window rather than demanding an impossible exact time and random arrival at once. Separate weekday, weekend and holiday requirements.
For multiple sites, state whether the provider may change their sequence and how traffic, closure or access delay is documented.
Turn the patrol route into observable checks
Mark doors, gates, fence lines, parking areas, lighting, equipment, loading points and other approved locations. For each point, state the required action: observe, check closed status, record a condition, call a contact or wait for instruction.
Do not direct guards to handle hazards or enter restricted spaces without a clear policy and appropriate preparation. A checklist should fit the time allowed for the visit.
Choose proof that a visit occurred
Ask what record identifies arrival, departure, route points, observations and exceptions. If GPS, NFC, QR or another checkpoint system is proposed, see a sample output and confirm what the buyer receives. Technology should support the record, not replace a useful narrative when something happens.
Define who can correct a failed checkpoint and how a device or network outage is recorded.
Write escalation and response boundaries
State which conditions require an immediate call, which go into the routine report and what the patrol officer may do while waiting. Separate a scheduled visit from an alarm response or emergency service. If response work is requested, price and define it as a separate duty.
California treats a business furnishing patrol persons within the PPO framework. Verify the company through the DCA license search, then check insurance and assigned guard records just as you would for a fixed post.
Define missed visits and route changes
The proposal should explain what counts as late or missed, who receives notice, whether the visit is repeated and how billing is adjusted. Set a process for temporary closures, broken access devices and changed site contacts.
Ask how supervisor reviews identify repeated route exceptions. A long report after the billing period is less useful than a defined same-shift escalation.
Compare patrol with a fixed post
Compare the cost of the patrol frequency actually required with the hours of a fixed unarmed post. Include setup, vehicle, minimum visit, response and report charges. Use the cost guide and company worksheet on the same written route.

Frequently asked questions
Is mobile patrol the same as on-site security?
No. Patrol provides visits at defined times or windows. A fixed post provides continuous assigned coverage during its scheduled hours.
Should patrol arrival times be random?
Variation can reduce predictability, but the proposal still needs an acceptable visit window and a way to prove each visit.
What happens if a patrol visit is missed?
The contract should define notice, repeat service, billing treatment and escalation. Do not leave the remedy to an informal conversation.
